The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has concluded the ADIS International Roadshow 2026, held as part of EXPO REAL in Munich. During the event, five new strategic cooperation frameworks were established and more than 100 meetings were held with companies and government representatives. The aim is to strengthen infrastructure ties between the UAE and Germany and to combine Abu Dhabi’s infrastructure programme with German and European expertise, technology and implementation capabilities.
The roadshow follows on from the state visit by His Highness Sheikh Mohamed bin Zayed Al Nahyan to Germany in September 2026, the first state visit by a President of the UAE to Germany. This visit initiated a Strategic Dialogue to strengthen the comprehensive strategic partnership between the UAE and Germany in trade and investment, technology, transport and other sectors.
During the three-day roadshow, ADPIC led a delegation of more than 40 representatives from Abu Dhabi, including the Department of Municipalities and Transport (DMT), the Abu Dhabi Housing Authority (ADHA), the Abu Dhabi Investment Office (ADIO), Aldar, Bloom Holding, LEAD Development, Modon and Trojan Construction Holding. Together, the delegation presented the emirate’s infrastructure programme and connected the institutions responsible for planning, management, regulation and private sector participation with the developers and implementation partners driving projects on the ground.
Five agreements translate this exchange into clearly defined areas of cooperation
One outcome of the roadshow was the signing of five strategic memoranda of understanding by ADPIC. These establish a framework for cooperation in the areas of digital project management, private sector participation and deeper engagement with German industry.
The memorandum of understanding with Siemens AG provides for the exploration of cooperation in digital project management, advanced technologies, modern construction methods and low-carbon infrastructure approaches. The partnership with Partners Group aims to promote private sector participation and PPP structures for risk allocation within the framework of Abu Dhabi’s infrastructure programme. The agreement with PATRIZIA supports collaboration in the areas of infrastructure and real assets, including private investment models, financing, governance, ESG and green financing.
The memorandum of understanding with HENN focuses on planning standards, master planning, urban development, climate-adapted design, BIM and digital project management. The agreement with the German-Emirati Joint Council for Industry and Commerce (AHK) strengthens engagement with German industry through business matchmaking, dialogue and knowledge transfer relating to PPP and Musataha structures.
The agreements were signed on behalf of ADPIC by H.E. Eng. Maysarah Mahmoud Salim Eid, Director General of the Abu Dhabi Projects and Infrastructure Centre, together with Helmut von Struve, Managing Director of Siemens UAE & Middle East; Suhail Albaz, Chairman for the Middle East, Africa & Central Asia at Partners Group Middle East Limited; Dr Martin Henkelmann, CEO of the AHK; Hassan Awada, Senior Executive Officer for MENA at PATRIZIA (Middle East) Limited; and Martin Henn, Managing Director of HENN.
H.E. Eng. Maysarah Mahmoud Salim Eid said: “Abu Dhabi has the scale, the project pipeline and the institutional strength to implement the next phase of its infrastructure growth. The value of the ADIS Roadshow in Munich lies in translating international engagement into practical cooperation and linking our programme with the expertise and capabilities that can strengthen its implementation. The five agreements bring together complementary strengths in technology, construction, real assets and German industry. Through steering and coordination, ADPIC creates greater clarity and trust for partners as opportunities move into the implementation phase. In this way, we turn visions into concrete projects and international partnerships into long-term value.”
Bringing Abu Dhabi together with German and European expertise
The roadshow brought Abu Dhabi’s capital programme – comprising around 500 projects with a total value of more than US$56 billion – together with international expertise. Discussions centred on private investment opportunities, technology, innovation and the long-term performance of property and infrastructure.
As part of the wider roadshow programme, the delegation held more than 100 targeted meetings with companies and government representatives – including representatives from federal states and cities, business development organisations, infrastructure investors, engineering and architectural firms, construction companies, technology firms and urban development specialists.
High-level meetings included appointments with Baden-Württemberg International (BW_i), NRW Global Business, the Lord Mayor of Stuttgart and HafenCity Hamburg. These established direct channels to German decision-makers at regional and urban development policy levels.
Discussions with companies including Siemens, Partners Group, PATRIZIA, HENN, OBERMEYER, GOLDBECK and Gleeds linked Abu Dhabi’s infrastructure needs with specialist expertise in the fields of engineering, technology, construction, planning, real assets and project implementation. The discussions focused on clearly defined areas relevant to Abu Dhabi’s programme, including engineering and construction, industrial technologies, digital project management, specialised technical services, modern construction methods, planning quality and the long-term performance of property and infrastructure.
From the government framework to project implementation
The delegation took part in the EXPO REAL conference programme to demonstrate how Abu Dhabi translates opportunities on a large scale from strategy into implementation, and where international expertise can make a contribution.
The programme opened with a keynote address by H.E. Eng. Maysarah Mahmoud Salim Eid. He outlined Abu Dhabi’s infrastructure offering and the role of ADPIC in translating long-term planning into coordinated implementation.
This was followed by the panel discussion ‘Shaping Abu Dhabi’s Future: From the Infrastructure Pipeline to Global Partnerships’ with H.E. Mohamed Yousef Mohamed Alhosani, Executive Director of the Projects Operations Sector at ADPIC; Eng. Khulood Al Marzouqi, Acting Executive Director of Infrastructure Regulation & Support at DMT; and Eid Alobeidli, Director of Public-Private Partnerships at ADIO. Together, they outlined the governance, regulatory and framework conditions for private sector participation that underpin Abu Dhabi’s infrastructure programme.
On the second day, the focus shifted from the enabling framework conditions to the projects and capabilities required for their implementation. Haytham Haidar, CEO of LEAD Development; Eng. Mohamed Mahmoud, Deputy Group CEO of Trojan Construction Holding; Asma Aljassmi, Chief Operating Officer at Aldar Projects; and Ahmed Al Sheikh Al Zaabi, Acting Chief Projects Officer at Modon, presented major development pipelines and partnership opportunities.
Dr Bashar Abu Ghannam, Director of Research, Development and Transformation at ADPIC, also took part in the international discussion ‘Investing in Innovation Geographies & Districts’. A dedicated corporate presentation brought together Aldar Projects, Bloom Holding, LEAD Development, Modon and Trojan Construction, providing the market with direct insight into ongoing developments, future pipelines and the specialist expertise sought by international partners.
At a dedicated media briefing at the Abu Dhabi Pavilion, high-ranking members of the delegation briefed German and international media on Abu Dhabi’s capital project programme, worth more than US$56 billion, opportunities for public-private partnerships, international investment opportunities and the long-term approach to infrastructure implementation. The exchange extended beyond the exhibition grounds and also included HENN’s annual gathering at the Glyptothek in Munich. This further strengthened relationships with German and European leaders from the fields of architecture, industry and development.
With the ADIS Roadshow in Munich, ADPIC has further expanded ADIS beyond the annual summit into a year-round international platform. It builds on previous roadshows in Singapore, Shanghai and Turkey, and creates sustainable avenues for international organisations to contribute to Abu Dhabi’s infrastructure development.
By integrating housing, mobility, education, healthcare, culture, public spaces and essential infrastructure into a long-term framework, the emirate is creating interconnected communities that promote quality of life, private sector growth, economic diversification and long-term competitiveness.
