“The key points of the planned Building Modernisation Act presented by the Federal Government are in clear contradiction to the underlying EU Building Directive (EPBD). We are particularly critical of the existing ambiguities regarding the energy management requirements according to § 71a GEG. These are expressly required in the EU Directive for good reasons, but according to current information, they are on the Federal Government’s strike list.
The drastic reduction in the requirements for existing and newly installed heating systems as well as the proposed green gas quota will also cost valuable time in the energy transition and cement Germany’s dependence on expensive and risky energy imports. Without a clear commitment to proven technologies such as heat pumps, building automation and fossil-free heating, the overall package weakens the heating transition and jeopardizes the urgently needed investment security in the market.”
