Periskop Development, a subsidiary of Periskop Partners AG, has published a compact paper on the current amendment to the Building Act and the so-called “construction turbo”. The federal government is thus pushing ahead with the most comprehensive reform of building and planning law in over a decade. The aim is to speed up approval procedures, activate inner-city areas and facilitate investment in housing.
With the new § 246e BauGB, an experimentation clause has been created that largely enables municipalities to approve residential construction projects more quickly, even without an existing development plan. This is intended to reduce time and approval uncertainties – a decisive lever for reactivations and densification of existing buildings.
“The ‘construction turbo’ is an important step towards enabling Germany to build again. It offers opportunities especially for inner-city projects – provided that municipalities make determined use of the new leeway,” explains Dr. Simon Kempf, Managing Director of Periskop Development.
The paper places the reform in the context of other measures such as the infrastructure package, the Germany Fund and building type E – and shows what impulses this will provide for investors, municipalities and project developers.
