Projekt Berlin Hertzallee GmbH (Reiß & Co. GmbH) and the Senate Department for Urban Development, Building and Housing have signed an urban development framework agreement for the further development of the Hertzallee Nord district. The agreement follows the letter of intent concluded by the parties and BVG in July 2021.
On the site north of Hertzallee in the immediate vicinity of the Zoologischer Garten train station, an urban campus with university uses, offices and various forms of housing is to be built on a floor area of approx. 150,000 m². The urban design envisages four high-rise buildings with a height of between 75 and 110 m at the excellently developed site. The Berlin Senate adopted the associated framework plan in 2022.
Several new buildings for the Technical University of Berlin (TU Berlin) are planned on the site. For the development of the office and residential space, it is a prerequisite that the existing BVG bus terminus is relocated and enclosed within the planning area. Subsequently, two high-rise buildings with modern office and commercial space can be developed on the site of Projekt Berlin Hertzallee GmbH on a gross floor area of approx. 54,500 m². In addition, 500 student apartments and 210 apartments will be built on state-owned land.
High-quality open spaces and pathways will be created for the quality of the quarter. Small shops, cafés and public uses on the ground floors contribute to a high quality of stay, especially on the newly emerging town square on Hertzallee. A variety of measures in the open spaces and on the buildings will also promote a healthy and pleasant urban climate.
The development is being carried out by the Senate Department for Urban Development, Building and Housing in close cooperation with the districts of Charlottenburg-Wilmersdorf and Mitte. The aim is to restructure the areas mentioned as part of an overarching urban planning and to develop them into an urban quarter. In the course of the reorganisation of the plots, it is envisaged that the BVG will get a new, modern, electrified hall with its bus terminus on the property of Projekt Berlin Hertzallee GmbH. As soon as the necessary urban development contracts are concluded, the development plan procedure for obtaining building rights can be completed quickly.
The area around the Zoologischer Garten station forms a central area of City West and is of exceptional urban importance for Berlin. The areas between Hardenbergstraße, Fasanenstraße, Müller-Breslau-Straße and the railway viaduct, which have so far been insufficiently used, play an important connecting role. As a spatial hinge between the Charlottenburg campus and City West, they offer significant potential for the further urban development and networking of the two areas.
The urban development framework agreement is based on an adapted variant of the urban design by Yellow Z Urban Architecture & bgmr Landschaftsarchitekten.
Prof. Petra Kahlfeldt, Senate Building Director: "The previously little-developed area at the Zoologischer Garten railway station is to be developed into a new urban district. I am very grateful to Reiß & Co. for the fact that the development will take place together. The urban development framework agreement forms an important basis for this."
Oliver Reiß, Managing Director of Projekt Berlin Hertzallee GmbH: "The Senate's initiative for the further development of an urban and future-oriented campus is expressly welcomed. The basis for further planning is the design by the planning office yellow z, which is based on a contemporary understanding of university locations. According to this, universities should no longer be regarded as self-contained places of science, but as integral components of the city and its urban life. Following on from the idea of a campus opening up to the city, a partnership development is being pursued together with TU Berlin. On the basis of the competition, TU Berlin has already held design competitions for two new faculty buildings."
