Housing construction and neighbourhood development in the focus of a German-Ukrainian expert exchange

On July 1, 2026, STADT UND LAND Wohnbauten-Gesellschaft mbH welcomed a Ukrainian delegation led by the Deputy Minister for the Development of Municipalities and Territories of Ukraine, Natalia Kozlovska, to Berlin. The focus of the visit was the presentation of current new construction projects and the experiences of STADT UND LAND as a municipal housing company.

A special focus was the visit to the Buckow fields. In the new quarter, the guests were given insights into one of the largest housing projects of the STADT UND LAND. Among other things, the development of the district, subsidized housing, social infrastructure and approaches to sustainable urban development were presented.

In addition to the project presentation, STADT UND LAND supported the visit in terms of organisation and content, accompanied the visits professionally and provided premises for discussions.

The exchange was embedded in a specialist programme accompanied by the Berlin Senate Department for Urban Development, Building and Housing. Under the coordination of Dr. Jochen Lang, Head of the Department of Housing and Urban Renewal in the Senate Department for Urban Development, Building and Housing, the guests were given insights into Berlin’s housing policy, housing promotion and the work of the state-owned housing companies. The expert visit was organised with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Senate Administration took on the role of political host and overall coordinator.

In this context, the programme brought together representatives from politics, administration, financing institutions and the housing industry to exchange experiences on housing construction, neighbourhood development and reconstruction.

The focus was on discussions on the role of state-owned housing companies in the provision of affordable housing, on instruments of housing promotion as well as on financing and rental models in the Berlin housing market.

The exchange is also in line with an earlier commitment of the STADT UND LAND to reconstruction in Ukraine: The company already contributed housing industry expertise in connection with the “Typenhaus Ukraine” project and provided planning documents and know-how free of charge.

For several years now, we have been cooperating with experts in Ukraine through the Competence Center for Large Estates. All our planning documents for the standard house will continue to be made available free of charge to our colleagues in Ukraine,” says Ingo Malter, Managing Director of STADT UND LAND.

The current exchange is also based on this cooperation. The focus is on the question of how housing industry know-how from Berlin can be used for reconstruction. One approach is standardised building typologies that can be implemented quickly, adapted to local conditions and at the same time can be used permanently. Using the example of the “Typenhaus Ukraine”, this has already been successfully implemented by the Competence Centre for Large Estates together with Ukrainian architects.
