Colliers is assisting OFPRA in the definition of its real estate strategy and the installation of its future headquarters in the JOYA building in Fontenay-sous-Bois (94)

The French Office for the Protection of Refugees and Stateless Persons (OFPRA) has signed the lease for its future site in the JOYA building, located on rue Carnot in Fontenay-sous-Bois. Owned by the Caisse, the building, with a surface area of approximately 21,000 m², will house the establishment from January 2027.

Designed according to the most recent environmental standards, JOYA has particularly high levels of performance. The property complex is part of a logic of energy sobriety, meeting the requirements of the ecological transition and the State’s commitments to gradually green its real estate stock.

The building also offers excellent public transport services and a configuration adapted to the reception of a category 1 public building, including areas of more than 3,000 m², compatible with the reception of the public and the operational needs of the establishment, which now has more than 1,100 employees.

The installation of OFPRA is the culmination of a “Stay versus Go” mission entrusted to Colliers, aimed at analysing the conditions of maintenance in the Perigare building, which has been occupied since 2003, and assessing the standards necessary for the activity by comparing different rehousing solutions.

This work has made it possible to structure and secure the decision-making process in a tense market, by ensuring that available solutions are put in competition and that the best value for the State is sought. The final decision was taken in close collaboration with the State’s real estate authorities, in particular the State Real Estate Directorate (DIE), the Regional Mission for State Real Estate Policy (MRPIE), and the Local Service of the Domains of Val-de-Marne (SLD 94), which are responsible for clarifying, evaluating and validating the options in accordance with the framework of the State’s real estate policy.
