The Abu Dhabi Projects and Infrastructure Centre (ADPIC), the government body responsible for managing public investment projects in the Emirate of Abu Dhabi, has signed a non-binding memorandum of understanding (MoU) with Partners Group, a leading global private equity firm. The aim is to promote private-sector participation in infrastructure and property projects in Abu Dhabi.
Under the MoU – the Centre’s first agreement with a private equity firm – ADPIC and Partners Group intend to explore opportunities to involve the private sector in the Abu Dhabi Emirate’s investment projects. This involves investments in areas such as modern engineering and construction services, industrial technologies, modular construction, technical services and technology, including artificial intelligence (AI).
His Excellency Engineer Maysarah Mahmoud Salim Eid, Director General of ADPIC, explains: “Since its establishment, the Abu Dhabi Projects and Infrastructure Centre has been working to promote reliable management and a high level of credibility in the planning, implementation and completion of projects. In doing so, it supports the economic and development strategies of the Emirate of Abu Dhabi whilst improving the quality of life for its population.”
“We are convinced that Abu Dhabi’s next phase of growth requires a high degree of coordination and collaboration between government bodies and the private sector,” adds His Excellency. “This is a central component of our work. We are continuously building partnerships that bring together capital, operational excellence and innovation. At the same time, we take care to attract partners with extensive experience and the ability to effectively support our strategic objectives.”
Suhail Albaz, Chairman for the Middle East, Africa and Central Asia at Partners Group, explains: “We look forward to this MoU paving the way for attractive investment opportunities in infrastructure and property in Abu Dhabi. Together with the Abu Dhabi Projects and Infrastructure Centre, we will identify investments that can deliver attractive risk-adjusted returns whilst supporting Abu Dhabi’s overarching infrastructure and development objectives.”
Under the MoU, Partners Group will explore both direct and co-investment opportunities in Abu Dhabi, drawing on the firm’s local presence and active ownership approach. Partners Group possesses extensive operational expertise and a strong track record in scaling platform businesses globally. The firm has been investing across various asset classes in the Middle East for decades. The Group’s portfolio companies in the region currently employ more than 2,000 people.
The MoU was signed during the ADIS International Roadshow 2026 at EXPO REAL in Munich. Led by ADPIC, the roadshow brought a delegation of more than 40 people from Abu Dhabi to Europe. It comprised representatives from administration, investment, project development and project implementation. As a result, international contacts have led to concrete partnerships centred on Abu Dhabi’s investment programme for projects totalling more than 56 billion US dollars.
