The district on the Papierbach is becoming greener and more lively: In its meeting on 17.06.2026, the city council of Landsberg am Lech voted in favour of a development plan for construction sites B1 (hotel and culture with serviced apartments above) and D (paper mill – residential). This means that the planning for another component of the quarter is entering a decisive phase. With the decision on the development plan, the planning and pre-construction phase for the two construction sites can now begin at short notice. After completion of this phase, construction is expected to begin in mid-2027.
The statutes of the development plan pave the way for the creation of a new central and significantly larger square – Europaplatz – for the quarter. A so-called “green roof” of climate-resilient and deep-rooted trees will be stretched over Europaplatz. This creates a meeting place with a pleasant microclimate. At the same time, Europaplatz creates a direct connection between the Lady-Herkomer-Steg and the western part of the city. The concept for the new Europaplatz (“green entrance ́”) was developed by grabner huber lipp landscape architects and urban planners from Freising and is the result of a comprehensive participation and discussion process.
The square is framed by a new L-shaped hotel and cultural building (construction site B1). By activating the ground floor with a cultural pavilion, Europaplatz will also become a cultural attraction. The Culture Pavilion opens up to Europaplatz, creating a connection between interior and exterior space. At the same time, it enables the open space to be actively involved in events. It offers space for up to 200 guests on an area of approx. 360 square metres (plus mezzanine). After completion, the city of Landsberg am Lech will take over the curation of the cultural offerings.
In addition to cultural use, the building also creates space for hotel and residential use. Both condominiums and serviced apartments are planned for the residential areas. As part of the plan adjustments to this building, the building height and cubature were changed in such a way that the building now carefully blends into the district and allows for a larger Europaplatz. As part of the citizen participation, many suggestions from the residents were taken up. For example, the roof area – unlike in the original design – will now be greened.
At the same time, construction site D will create the southern end of the quarter. This completes the quarter in this area. Directly on the Papierbach and on a wetland biotope, a residential building with a total of 56 apartments is being built according to plans by Hierl Architekten. As part of the plan changes, the roof shape of this building was adapted so that it harmonizes better with the surroundings. Instead of a flat roof, an arched mansard roof is now planned, which enhances and loosens up the neighbourhood.
“With the city council resolution, we have created the legal basis to get the urgently needed hotel on the Papierbach off the ground. Because the demand for overnight accommodation in Landsberg remains high. As a city, we will accompany the further course carefully and in close coordination,” says Doris Baumgartl, Mayor of the City of Landsberg am Lech.
“We are very pleased to have brought the two-year intensive process to a successful conclusion. The new green entrance represents a significant upgrade for the quarter. The hotel can now be realized on its own and the culture functions as a self-sufficient unit operated by the city. Together with the green entrance, it forms an urban unit. Public participation, close cooperation with planners, experts and the city administration as well as the responsible specialist lawyers were important,” says Samira Pichler, Chief Development Officer at Ehret+Klein AG.
“With our concept for Europaplatz, we have provided appropriate answers to the pressing questions of climate adaptation, both in terms of green facilities and rainwater management. Both work in synergy and, last but not least, support the central social argument for open space – quality of stay for the people of Landsberg!” says Doris Grabner, landscape architect and urban planner.
