We are more advanced than ever before, but we have not yet reached our goal. As a broad alliance of business and civil society, we are therefore presenting proposals for the next steps of Berlin’s administrative reform in the joint position paper. We call on the Senate and the House of Representatives to consistently continue and develop the reforms that have been initiated up to and after the election in order to strengthen the Berlin administration in the long term.
We are convinced that a modern, efficient administration is a basic prerequisite for a functioning community, for economic growth, for housing construction, for successful infrastructure projects and for the trust of citizens in politics.
Therefore, we demand in particular:
- a further development of the Berlin district constitution, which gives the district mayors effective coordination and enforcement rights and thus enables faster, more binding and interdepartmental decisions in the district offices,
- a reform of the selection and staffing of district office members so that professional qualifications, leadership skills and administrative experience are given greater weight,
- the dismantling of duplicate structures and obstacles to control between the administrative levels for effective city-wide control,
- faster approval, planning, awarding and administrative procedures for citizens and businesses,
- consistent digitization and data-based control of Berlin’s administration as well as modern personnel management
To achieve this, a cooperative working process is needed again that involves all levels of administration and civil society. In this way, the progress made so far could be achieved and the other problems can also be solved.
We therefore expect the future coalition partners to continue to make these cooperative work processes part of successful government action in the future.
Companies, social institutions and citizens in particular depend on an administration that works reliably, transparently and efficiently. Clear responsibilities, uniform procedures and predictable processing times strengthen Berlin as a business location and at the same time improve the quality of public services.
Together, we represent large parts of Berlin’s economy, the housing industry, the construction and planning industry, the skilled trades, the financial sector, logistics, the digital economy and organised civil society. We will continue to contribute our perspectives and suggestions constructively to support the project. For us, the reform remains a top issue!
