Topping-out ceremony for new police building in Frechen

The Rhein-Erft-Kreis district police department and OSMAB Holding AG in cooperation with GOLDOCT Real Estate GmbH celebrated the topping-out ceremony for a new police station building in the Rhein-Erft-Kreis in Frechen on Friday. The police want to move into the new areas in the summer of 2026.

“Police need more than blue lights and radios. She also needs a home. This is exactly what is being created in Frechen: a modern roof under which people enjoy working together and that shows how much we appreciate the work of our police,” says Herbert Reul, Minister of the Interior of the State of North Rhine-Westphalia.

“In recent years, several new police stations have already been set up in the Rhein-Erft district. With the new building in Frechen, further possibilities are now being created that meet the requirements of our time. But it’s about more than concrete and modern technology – this building is a promise to the people: Citizens can rely on safety and reliability, and our police officers receive the conditions they need for their demanding work,” comments Frank Rock, District Administrator of the Rhein-Erft district.

“Good work needs a pleasant working environment and excellent conditions – this is no different in the police than in the private sector. And that’s exactly what we focused on when developing the new police building,” explains Anton Mertens, CEO of OSMAB Holding AG.

“We are very pleased that we are making good progress with this construction project according to our schedule. This was only possible due to the cooperative cooperation with the Frechen city administration, the district and the district police authority,” says Aldijana Kolic, Managing Partner of GOLDOCT Real Estate GmbH.

“When authorities and local companies build together, more than stone and steel is created here in Frechen’s urban area: trust, togetherness and the security of a strong urban community. This topping-out ceremony is also a moment of gratitude and new beginnings,” says Susanne Stupp, Mayor of the city of Frechen.

 

The new police building: modern and sustainable

The 2,500 square metre building is part of the climate-friendly NEOBEL district. Tailored to the requirements of the police, it will be characterized by a citizen-friendly, barrier-free, police-functional and energy-efficient architectural concept and modern technologies. A total of 20 million euros have been and will be invested.

In the future, the building will provide workplaces for the employees on three full floors. A police station will be open around the clock on the ground floor, while the office and administrative areas will be housed on the upper floors. The outdoor and security area, including underground parking and outdoor facilities, has a total of 61 parking spaces.

The building will be built in accordance with the energy-efficient KfW 40 standard. These include mechanical ventilation with heat recovery as well as air-to-water heat pumps for heating and cooling. A photovoltaic system with 40 kWp on the roof will cover the electricity needs of the users in the future. The compact structure, the highly insulated building envelope according to passive house standards and minimal thermal bridges also contribute to reduced energy consumption.

The building is accessed via Johannisstraße. The main access and exit are located on Alfred-Nobel-Straße, supplemented by an additional emergency access road on Welserstraße.

 

Climate-friendly NEOBEL district

The building is part of the climate-friendly NEOBEL district. In total, the 16,400 square metre site of the quarter will combine approx. 3,000 square metres of sustainably developed residential space and approx. 25,000 square metres of attractive office and commercial space. A central square and catering units offer space for exchange. Green inner courtyards, green facades and a variety of roof terrace areas as well as a small basketball court on the roof invite you to regenerate during the breaks. The police building is being built as part of the second construction phase of the quarter.

The location between the industrial park and Europaallee also benefits from its very good connections to the A1 (3 km), A4 (3 km), Cologne/Bonn Airport (27 km) and its proximity to Cologne (11 km), Leverkusen (23 km) and Düsseldorf (48 km).

 

Modular construction offers new opportunities

A modular construction method was used in the construction of the new police station. At a time when municipalities are under great pressure to respond at short notice to growing needs in the education and social sectors, solutions are needed that are fast, flexible and yet of high quality. The modular design not only guarantees a high level of adherence to deadlines, but also consistent construction quality, regardless of weather or seasonal bottlenecks. For the state of North Rhine-Westphalia, this means cooperation with an owner who acts as a safe partner, takes responsibility and makes construction projects plannable.

At the same time, the project shows that only through close cooperation with the city administration can an entire district be developed successfully and with foresight. The modular approach allows tailor-made solutions to be implemented for individual urban challenges – from spatial concepts to urban embedding.

With this project, we are setting an example together with the city administration – for sustainable, fast and future-proof construction projects in North Rhine-Westphalia,” says Kolic.
