The Lindhorst Group has signed a contract with Goldbeck Parking Services GmbH for the operation of the underground car park in the Ems district in Meppen. The specialist for the management of parking properties will thus become the first point of contact for the users of the total of 468 parking spaces. HBB Centermanagement GmbH & Co. KG took over the brokerage of the latest lettings to MediaMarkt and Goldbeck Parking Services.
Alicia Chiara Schneider, Junior Project Manager of Ems-Quartier Meppen GmbH, is pleased about the new tenant of the underground car park: “With Goldbeck Parking Services, we have gained an expert in parking management in the Ems-Quartier who fits well with our concept with innovative solutions for operation, parking technology and billing. We are already looking forward to making the underground car park accessible to all parking customers again after the completion of the individual construction measures that are still required. This will be the case with the reopening of the Ems-Quartier. With the conclusion of this lease, we are now entering into talks for the last ten percent of the space. Regional retailers in particular are cordially invited to come and exchange ideas with us and become part of the Ems-Quartier.”

About the new park concept in the Ems district of Meppen
Until the completion and opening of the Ems Quarter, the underground car park will remain closed. It will then be available again for guests of the quarter and long-term parkers with two restricted entry and exit terminals each. E-charging points including a Wi-Fi hotspot are also planned.
In the future, Goldbeck Parking Services will make it possible to bill for the parking period on the basis of automatic number plate recognition by camera, eliminating the need for paper tickets. Visitors will then only be able to pay for the parking period cashless by credit card, bank card, Apple Pay, Google Pay or comparable non-cash means of payment. There will be attractive offers for long-term parking customers. REWE customers get 60 minutes of free parking, hotel guests have a flat rate for night, and members of the fitness studio park for 120 minutes free of charge during a training session. The exact parking costs for guests of the Ems district as well as long-term parking rates can be viewed at goldbeck-parking.de in good time before opening.
The refurbishment of the underground car park is also accompanied by a partial renewal of the signage. In addition, the garage will be connected to the parking control centre of Goldbeck Parking Services. Here, a support team is available around the clock to answer parking customers’ concerns.
About the revitalisation project Ems-Quartier Meppen
The former shopping centre was vacated at the end of 2024 and has since been converted into a sustainable “mixed-use quarter” with a new mix of uses under the name Ems-Quartier Meppen until summer 2027. The approx. 23,000 square metres of space are planned to be used by tenants from the retail, gastronomy, office, medical practices, fitness, hotel and culture/education segments as well as the underground car park.
Other tenants for the Ems Quarter were already B&B HOTELS, REWE, Deichmann and the Emsland Music School before the start of the project. Since then, the return of Woolworth, dm-drogerie markt and MediaMarkt to the location as well as new tenants such as a fitness studio or a k-kiosk have also been announced.
The location of the Ems district is characterized by the border on the central Bahnhofstraße in the northwest of the city of Meppen as well as by its direct location on the southern tributary of the Ems. This will make the property a link between the central station and the old town. In the immediate vicinity of the Ems district, the city has designated the new redevelopment area “Rechts der Ems”. Around 1,000 new residential units are to be built here by 2030.

Sustainability is at the heart of the revitalisation
From the very beginning, it was a central concern for the Lindhorst Group to preserve as much of the existing building fabric as possible. This approach conserves valuable resources and avoids the use of grey energy and the additional emission of emissions. The planned interventions are limited to the bare minimum, while targeted measures, such as a partial lowering of the roof, create new possibilities for use and at the same time create a green, light-flooded inner courtyard.
An important goal is the BREEAM certification (information here) of the property with the desired classification “Excellent”. This includes, among other things, the integration of a photovoltaic system on the roof and the optimisation of operating costs.
Another focus is on regionality: The small-scale and very individual retail offer of the nearby old town is sensibly supplemented by the new EQM with well-known chain stores. In order to promote the local economy, regional construction companies and service providers in particular will continue to be involved in the project development. This holistic concept combines ecological, economic and social sustainability and gives the project a forward-looking character.
