Transformation of public real estate: Colliers and its consortium renewed for 3 years by the State Purchasing Centre (UGAP)

The consortium formed by Colliers, the leader, BearingPoint, LWA (Latournerie Wolfrom Avocats) and Allez & Associés, now enriched by the arrival of the Kardham Group, has been renewed on the market of the UGAP (Union of Public Purchasing Groups, a State purchasing centre) „Real Estate Consulting“. This success is based on an ability to support all public actors in the implementation of efficient and responsible real estate strategies.

The consortium also relies on a network of more than 40 experienced subcontractors, present throughout the country, capable of providing proximity, responsiveness and specialized expertise in each field of intervention: technical, legal, energy, environmental and strategic.

This new contract will start on March 6, 2026 for a period of 3 years. It covers the entire national territory, including the French overseas departments and territories, allowing all players subject to public procurement (State, public institutions, local authorities, parapublic operators, universities, hospitals, SEM, etc.) to benefit from direct access to a complete range of strategic and operational real estate advice.

Major challenges for public real estate

Between 2026 and 2029, French public real estate is entering a decisive phase of transformation: more than 380 million m² of buildings, or nearly 10% of the national stock, are concerned. Public actors are facing unprecedented strategic challenges:

  • An essential ecological transition: The first lever of national decarbonization, the public stock, which is often old and energy-intensive, must undertake a massive renovation, estimated at nearly 20 billion euros, reconciling energy performance, climate resilience and compliance with new regulations (Tertiary Decree, RE2020, DPE).
  • A reinforced requirement for economic management: As the second largest item of public expenditure after the wage bill, real estate is becoming a strategic tool for controlling public finances. Reducing surface areas, pooling spaces, enhancing underused heritage and using innovative arrangements are among the priority levers.
  • Buildings at the service of new uses: Teleworking, hybridization of spaces, outpatient hospitalization, new teaching methods: public real estate must now be more flexible, functional and adapted to evolving uses.
  • Towards integrated real estate governance: Fragmented between multiple actors (ministries, institutions, local authorities, operators), the real estate function must adapt. The development of real estate and energy master plans (SDI, SDIE) and the development of the teams‘ skills are essential to guarantee the coherence and effectiveness of asset policies.

An expanded scope and high value-added missions

In addition to the historical missions of strategy, Real Estate Master Plans, management, project management, spatial planning, and transaction support, the market includes new high value-added themes: the creation of Real Estate and Energy Master Plans (SDIE), support for the conversion of assets and the territorial strategy, implementation of circular economy approaches (reuse, recycling), construction of roadmaps, accessibility for establishments open to the public, as well as the strategy of digitalization and integration of smart building technologies in the context of a real estate project.

These changes strengthen the group’s ability to meet the challenges of the environmental, technological and societal transition of public assets.
